Replacing a boiler
Checked against its sources: Updated
Replacing a boiler is a job for a Gas Safe registered engineer on gas, and the new boiler must meet the building rules of the country it is in.12 No document read bans a gas boiler replacement in an existing home.3
- Covers
- Gas law: England, Wales and Scotland, with parallel Northern Ireland and Isle of Man rules. Building detail below is for England unless stated.
- You
- Get quotes, check the engineer's registration, keep the paperwork. Tell contractors about any suspected asbestos.
- A professional
- All removal, fitting, flue, gas and commissioning work. Oil: nidirect says to use an OFTEC registered technician in Northern Ireland.
1 Who may do the work
The Gas Safety (Installation and Use) Regulations 1998 limit gas work to competent people, and HSE's practical statement is that a paid installer in a home has to be on the Gas Safe Register1. Check the competencies on the back of the ID card; see Gas Safe Register and who may work on a boiler. Northern Ireland's 2004 regulations match on competence, and the Isle of Man applies the UK rules with amendments78.
2 What changes with the new boiler
In England the 2021 edition of Approved Document L, with 2023 amendments, sets the standard until 24 March 202723. A replacement brings more than the appliance: room controls, insulated accessible pipes, a cleaned and treated system and, on a combi, one extra efficiency measure2. The full list by country is under building rules for a new boiler. The words on the paperwork are under words on a boiler quote.
In England, a carbon monoxide alarm should also be provided in the room where a new or replacement gas boiler goes5.
3 What to expect afterwards
Where a registered competent person does the job, you do not apply for approval yourself, and you get a certificate within 8 weeks of completion4. GOV.UK says it shows up in solicitors' searches, so keep it4. Emergency boiler repairs need no advance approval, though the rules still apply9. Benchmark is one accepted way to show commissioning was done; see Benchmark and boiler records.
4 Asbestos in older installations
HSE dates the risk to homes built or refurbished before 2000, and its typical examples include cement flues and lagging around pipes and boilers10. Tell contractors what you know before they start, and do not repair or remove it without training10.
5 Paying for it
No official price for a boiler exists, so none is given here; compare written quotes. HMRC's VAT notice lists energy-efficient boilers as standard-rated, with a separate 5% route for grant-funded work for qualifying people6. The zero rate is for energy-saving materials such as heat pumps, up to 31 March 20276. Grants differ by nation and few cover gas boilers; see heating grants by country. The Boiler Upgrade Scheme does not pay for a gas boiler.
