Who may work on a boiler

Checked against its sources: Updated

Who can work on a gas boiler is set by law: nobody may work on a gas fitting unless competent, and anyone doing it for work must be a Gas Safe registered engineer.12 A homeowner's part is what the boiler's user manual allows.

Covers
Gas law as stated for England, Wales and Scotland; Northern Ireland and the Isle of Man noted. Oil, electrics and asbestos separately
You
Settings, reading the display, the filling loop, bleeding radiators and one reset, as your own user manual says.
A professional
Everything inside the casing, the burner, gas valve, gas pipework and flue. For oil, an OFTEC registered technician.

1 Gas: the rule

Regulation 3 says no person may work on a gas fitting or storage vessel unless competent, and employers and the self-employed must belong to a class of persons approved by HSE.1 For paid work on domestic gas appliances, HSE says the person "must be a Gas Safe registered engineer", competent in that area of work.2 See Gas Safe Register for how to check. Northern Ireland's 2004 regulations carry matching wording.3 On the Isle of Man it is illegal for an unregistered person to work on any domestic gas appliance.4

2 What user manuals let a homeowner do

Manuals differ, and yours decides. This table is what the manuals read allow in general terms.

Homeowner and engineer tasks, from user manuals and the law

Viessmann's words are "Do not open the appliance." and "Do not remove casings."9 Glow-worm's Energy7 and Vaillant's 2017 ecoTEC pro manuals say never to attempt maintenance or repairs yourself.108

3 Oil, solid fuel and electrics

For an oil boiler in Northern Ireland, nidirect says always use an OFTEC registered technician to install or repair it, with annual servicing.5 OFTEC also runs registration schemes in England, Wales and Scotland, by its own account.11 See oil and LPG boilers. Electrical work on heating has its own rules: see Part P and heating electrics.

4 Asbestos near older boilers

Homes built or refurbished before 2000 may contain asbestos, HSE says, including cement flues and pipe or boiler lagging.12 Don't repair or remove it without training. Lagging and insulating board need an HSE-licensed contractor, and contractors must be told before they start.12
