Part P and heating electrics
Checked against its sources: Updated
Part P electrics rules cover notifiable work in homes in England and Wales, in different editions; in England heating is caught when a job adds a new circuit or alters one in a special location.12 Scotland has no Part P.3
- Covers
- England, Wales and Scotland as stated; Northern Ireland not confirmed
- You
- The boiler's own on/off, and checking a fused spur or building fuse or breaker where your user manual says to. Nothing beyond that.
- A professional
- New circuits and consumer units: a registered competent person, who can self-certify. Gas parts: a Gas Safe registered engineer.
1 What is notifiable
In England, notifiable work is a new circuit, replacing a consumer unit, or any addition or alteration to existing circuits in a special location, such as bath or shower zones.1 Registered competent persons can self-certify.1 So a new circuit for an electric boiler falls in the first group by that wording.
Wales lists new circuits back to the consumer unit and extensions to circuits in kitchens and special locations. Replacement, repair and maintenance are generally not notifiable there.2 Check the edition for your country, because the two aren't the same.
| Country | Where the rule is | Who can sign it off |
|---|---|---|
| England | Part P, Approved Document P 20131 | Registered competent person, who can self-certify |
| Wales | Part P, Approved Document P 2006 and 2010 amendments2 | As stated in the Welsh guidance |
| Scotland | Domestic Technical Handbook April 2026, standards 4.5 and 4.63 | Scottish Ministers-approved certification scheme is one route |
| Northern Ireland | Technical booklet list shows no separate electrical booklet; no rule is stated here4 | Not confirmed |
2 What boiler manuals let you check
Boiler user manuals allow a few simple power checks, which vary by maker. Worcester's basic checks ask if the electrical power to the appliance is on.5 Vaillant says check the fuse in the building; the boiler switches back on when power returns.6 Viessmann's table includes resetting the main domestic breaker.7 Ideal's "Too Many Resets" step is power off and on at the fused spur, and its low mains voltage fault goes to an electrician.8
These aren't permission for anything further. Vaillant says that if the power cable is damaged, never replace it yourself.6 See who may work on a boiler.
3 Keep frost protection in mind
Some manuals warn that cutting power also stops frost protection. Vaillant's 2023 manual says the function is deactivated when the boiler is off at the fused spur.6 See frost protection before leaving a boiler isolated in cold weather.
4 Who else registers electricians
OFTEC, a trade body, says it runs competent person schemes including electrical Part P for England, Wales, the Isle of Man and the Channel Islands.9 Other schemes exist, and GOV.UK lists them.10
